Inside Five Years of MESTECH Engineering Within Lesotho’s National Revenue System
CASE STUDY | Revenue Services Lesotho | Oracle PSRM | 2021–2026
Behind every tax payment, taxpayer account, levy calculation and revenue report is a complex network of financial logic, databases and processing architecture that must operate accurately and at scale. Since 2021, MESTECH has led a series of engineering interventions within the Revenue Services Lesotho (RSL) Oracle Public Sector Revenue Management (PSRM) platform, working at core logic, database, integration and processing architecture level to strengthen the performance and integrity of critical components of the national revenue system. The work spanned financial computation, payment processing, taxpayer registration, regulatory tax instruments, enterprise data integration and second-level platform engineering.
Reconstructing Core Financial Logic
One of MESTECH’s major areas of work involved the reconstruction and optimization of financial computation logic within PSRM. The team designed and developed corrected penalty and interest calculation logic, re-engineered tax application rules to prevent incorrect charges on refund positions and reconstructed the sequencing logic governing the redistribution of payments. Legacy scripting modules were rewritten into optimised Java-based backend components, while accumulated balance inconsistencies on taxpayer accounts were addressed through structural corrections to the underlying processing logic. MESTECH also engineered improvements to account statement generation, addressing performance constraints within the process. Together, these interventions strengthened financial accuracy, processing performance and the integrity of taxpayer account calculations.
Engineering the Plastic Levy into the Revenue System
When the Plastic Levy required implementation within the national revenue environment, MESTECH led its backend integration into PSRM. The work involved translating fiscal policy requirements into executable system logic. MESTECH designed the levy calculation logic, integrated it into existing tax computation modules, updated database structures to accommodate new levy classifications and engineered the allocation and reporting logic required to support its administration. The implementation was integrated with existing filing, payment and reconciliation workflows, allowing the levy to operate within the broader revenue architecture rather than as an isolated system component.
Stabilising Payment Processing
High-volume revenue environments depend on transaction processes that remain stable even during periods of increased system demand. MESTECH led performance optimisation work to address payment and return approval timeouts within the platform. The engineering intervention identified backend transaction bottlenecks, redesigned transaction commit sequencing, optimised batch-server configurations and strengthened asynchronous processing stability. These changes improved the platform’s ability to handle high-volume transactions, including during peak filing cycles.
Strengthening Taxpayer Registration and Registry Integrity
MESTECH’s work also extended to the taxpayer registration environment. The team removed system-imposed constraints affecting trade-name registration, redesigned validation logic within registration workflows and addressed overlapping relational mappings between directors and nominated officers. At database level, these interventions were designed to strengthen the structural integrity of taxpayer registry information and improve the reliability of registration processes.
Engineering Behind the Scenes
Not every critical intervention in a national revenue system is visible to the taxpayer. As a second-level engineering support partner, MESTECH worked behind the scenes on escalated platform issues requiring deeper technical investigation. This included root-cause analysis of complex defects, backend code tracing and debugging, database performance tuning and structural logic corrections within financial modules. The work required engineering beyond surface-level system support, tracing problems through application logic and database architecture to identify and correct their underlying causes.
Building Revenue Data Pipelines
MESTECH’s work within the revenue environment dates to 2021, when the company led the development of structured data-integration pipelines between PSRM and enterprise reporting infrastructure. The team designed advanced SQL extraction logic for IIT and PIT datasets, developed staging database tables and normalised reporting views, and configured automated Oracle Data Integrator (ODI) workflows. Structured transformation logic was engineered across the ETL and database layers, alongside architectural recommendations aimed at strengthening data models and import processes. The intervention established automated revenue data pipelines and strengthened the infrastructure supporting fiscal reporting.
Five Years of Revenue Technology Engineering
The work undertaken between 2021 and 2026 demonstrates the breadth of engineering required to sustain and evolve mission-critical revenue infrastructure. Across the engagement, MESTECH’s work encompassed financial computation engine reconstruction, regulatory tax instrument integration, legacy backend modernisation, payment and batch-processing optimisation, taxpayer registry engineering, automated revenue data integration and second-level platform stabilisation. For MESTECH, the work also represents something larger: the ability of a Basotho technology company to engineer within complex, mission-critical national digital infrastructure. Much of this engineering may never be visible to the person filing a return, making a payment or viewing an account statement. But when the calculations are accurate, transactions move efficiently, new fiscal instruments integrate into existing systems and revenue data reaches the systems that need it, the impact of that engineering is experienced throughout the revenue administration ecosystem.
